Originally established as a special conference of the Pennsylvania Ministerium in 1812, the Joint Synod petitioned the ministerium to form an independent body in 1817, and in 1818 the first general conference of the synod was held in Somerset, Ohio. The first Lutheran church services in Hillyard were held in the summer of 1907 when Paul Groeschupf, Spokane pastor, came to conduct German services in various homes. In 1910 the Mission Board of the Joint Synod of Ohio decided to develop a congregation in Hillyard and regular services were begun in October of 1910.
